Where to find Rootusk

Wild encounters can roll any element except etherial, so Rootusk can appear in any tall-grass or open-water zone. Higher zones spawn higher-level creatures.

No - Rootusk keeps its form at every level. It still grows stronger as it levels up; only the element mascots have evolved forms.
