Wild encounters roll any element except the endgame Etherial and Lunar types, so Fluxmite can appear in any tall-grass or open-water zone - from Route 1 (Lv.3-4) up to the Wilderwood (Lv.12-14). Weaken it and use a Capture Net.

Does Fluxmite evolve?+

No - Fluxmite keeps its form at every level. It still grows stronger as it levels up; only the element mascots have evolved forms.
